State Budgets Filed – Let the Negotiating Begin

Texas House proposes massive increase for public school funding

The proposed budget would increase state funds for education by about 17 percent but cut funding for health and human services by about 3 percent.

The lower chamber wants to pump roughly $7 billion more state funds into public schools, the Texas Tribune’s Edgar Walters reports, so long as lawmakers manage to overhaul the school finance system. The House’s proposed budget also recommends decreasing state funds for health and human services by about 3 percent.

  • What this means: The House has essentially unveiled its starting point on negotiations with the Senate over the state’s 2020-21 budget.
  • What’s next: Walters reports that the Senate is expected to release its own budget proposal sometime today.
